They provide a visual record where no other exists at present. There has to be some way fair use and article content can both be satisfied. No substitute is available under a free license, nor could one be created that would provide the same information. This image is used solely for the purpose of illustrating the topic in question, and does not impair the copyright holder's ability to sell the original work in any way. As this image is a single stamp, and offsized from the original, it would not be useful for criminal reproduction, and therefore the use of this image does not pose a threat to the salability of the original.
